It is odd that a apartment would be but I guess it just fit the episode and joke about the sign for the "" party. When I had an apartment on the 20th floor of my old building, the lease identified it as "level 19".
FWIW, I've always assumed Frasier's apartment was intended to be on the building's 19th floor "level 18", if there is no 13th floor. We know that the floor above his unit is the penthouse level, so it's possible the layouts are different fewer, but even larger apartments , and the numbering therefore would also be different though I agree "Apartment " is unlikely.
I thought that the "apartment" above Frasier was actually the penthouse. It is. Keep it old buddy; this high-rise space is one valuable asset. Rationale : Okay, Frasier: Time to sell your condo. In that case, a quieter market like this one should better fit your disposition.
